First of all, it is really convenient to use the cellphone camera, but it cannot capture the true color of the blue. It is COBALT BLUE and not this dark color. Second, it is rare to see the Eighteen Luohans painted on a porcelain plate. Luohan, Rokan, Or Arhat, they all refer to a Buddhist, especially a monk who has achieved enlightenment and at death passes to nirvana.. in Buddhist iconography, eighteen of them are always shown together. Some of them can be identified:
Jubo Luohan - raising an alms bowl
Budai Luohan - one with cloth bag
Changmei Luohan- one with long eye brow
Fuhu Luohan - one who tamed a tiger
Xianglong Luohan - one who tamed a dragon

The platter is made of fine porcelain. The border design is prunus and bamboo. The bottom is not decorated.
After careful consideration, the conclusion is this - the oval platter is fine porcelain from the Arita Kilns of Japan. The dating is Meiji/Showa Period, circa 1900's to 1930's. 12 inches x 8 1/4 inches x 1 inch in high
